Per our telecon, my opinion is, the attached 'Certificate' format will not and cannot perform the usual 'additional Insured' purposes and procedures, and will be very much relying on the broker's 'virtual clout', and also depending on the gravity of the "incident", and the gravity of the 'named Insured'.
It is highly advisable to get a normal one that you have seen before.
